Importing a Refrigerated Truck into Tanzania: Documents

TBS pre-shipment verification and the clearance sequence for a reefer entering Tanzania.

Importing a refrigerated truck into Tanzania: what to settle before the order

Tanzania follows the East African pattern: right-hand drive, pre-export conformity inspection before shipment, and a document sequence that starts with the importer’s registration on the revenue authority’s system rather than with the supplier. Three items belong in the quotation stage — drive configuration, the conformity route for a refrigerated body specifically, and the tax identification under which the goods will be declared. Leaving any of them until the container arrives converts a routine import into a port storage problem.

The sequence at a glance

Step Action Stage
1 Importer registration and tax identification confirmed and active Before the purchase order
2 Conformity route for the product confirmed (pre-export inspection) Before production, because it dictates factory documents
3 Right-hand drive confirmed in writing on the proforma invoice Before production
4 Pre-shipment inspection and certificate issued At the factory, before loading
5 Bill of lading, invoice, packing list, certificate of origin At shipment
6 Declaration and duty assessment On arrival, through a clearing agent

Confirm the current procedural details with a Tanzanian clearing agent: this table is the order of operations, not the current text of any regulation.

The refrigeration unit is a second machine in the documents

Most document sets are written for a truck as a single item. A refrigerated truck is a chassis, a body and a refrigeration machine, and only the first is covered by the chassis manufacturer’s certificate. If the refrigeration unit is not identified on the invoice and packing list by model and serial, the inspection body has to establish its identity from the machine itself, which costs time. Put it in writing: unit brand, model, serial, refrigerant type, and whether it is engine-driven, self-powered or electric.

Dar es Salaam specific: port dwell is the cost line to manage

The largest avoidable cost in a Tanzanian import is time at Dar es Salaam. Two habits reduce it. Send the pre-shipment photograph set and the conformity certificate to the clearing agent before the vessel sails, so the agent can pre-check the file rather than discover a gap on arrival. And ensure the bill of lading consignee exactly matches the registered importer — a mismatch between the B/L consignee and the tax registration is one of the most common reasons a container sits.

What differs from Kenya and Nigeria

Nigeria requires a pre-shipment declaration through a bank and a pre-arrival assessment before clearance; Kenya and Tanzania work through pre-export conformity inspection routes. All three care about the same underlying facts — identity, specification, origin and drive configuration — but the paperwork that proves them is not interchangeable. A supplier who says “we export to Africa all the time” without asking which country is telling you that they have shipped, not that they have cleared.

The same sequence is set out country by country for Kenya and Nigeria.

What we provide

The proforma invoice states announced model code, emission standard, drive configuration, body panel schedule and refrigeration unit model and serial. For CCC-certified models the certificate number is stated against the model code and can be checked at www.cnca.gov.cn, with the scan supplied. Pre-shipment photographs follow the twelve-shot list including the VIN plate, unit nameplate and controller display, so your clearing agent can build the file before the vessel arrives rather than after it berths.
